The build is completely wrong, Where is damage, your not building an offtank. Until you get lich bane you have almost no DPS output and your not making use of your Q spell till you get sheen. Also the runes are completely strange. AD? Health? These dont benefit you at all. If you need surivablity take 21 in the defence tree, thats all the survivability you neeed.

Good job. Although I suggest starting with his W because I feel that, at least early game, his E doesnt do enough to the enemy champion. I would also suggest ignite over ghost. His ability to run away is so good through his passive and his E that I feel ghost is almost a waste.
