Introduction
Armor penetration is very, very important for Gangplank. It makes his crits do more damage since it is going through their armor and thus having less damage reduction. This, in combination with masteries and Youmuu's Ghostblade makes for destroying any opposing carry's health.
I chose armor seals just to make him harder to kill. That's about it. It gives him a stronger laning presence and will help for early game against when creeps target you if you try to go for a kill.
I love having cooldown reduction. It makes it so all of your abilities come back more quickly which is very important for GP. His Remove Scurvy ability makes him very anti-cc. Having more CD reduction makes it so you can live longer and gives you your Parlay back so you can crit your opponents to death.

Buying Brawler's Gloves in the beginning gives you the start of the Crit-pocalypse. 10% starting crit chance is still enough to destroy early lvl champs. After you lane for a while you should have enough for both the Ionian boots and avarice blade which is what you want to get when you go back to base for the first time. Lead the avarice blade into Youmuu's Ghostblade. This Weapon is incredible. The damage + crit chance + armor pen + 15% CD Reduction + activate it for movement speed and attack speed makes it sooooo incredibly good for Gangplank. I then buy the health and mana crystals for more survivability in lane and then build those into sheen and phage which will lead into Trinity Force. Buying Infinity Edge next is a no brainer. 250% Crit damage? Perfect. Next I get Phantom Dancer for movement speed and crit chance. I find the attack speed nice for farming but it is helps increase the amount of times you can crit when attacking/chasing a champ. Lastly is a vampiric scepter for staying alive and then bloodthirster for the damage and lifesteal.
Exhaust is incredible for Gangplank especially with the mastery since it'll increase the damage done to them while slowing them and also making them do less damage.
Flash is alright to have for escaping or just for getting that last hit in. Whether it be getting into range for a parlay kill or just to get that last melee while parlay is on CD.
Heal is always nice to have. It helps teams and gives you a lot of health in conjunction with Remove Scurvy.

Everyone knows Gangplanks famous two moves. His Parlay and his ultimate. These two are very powerful for both damage and getting gold. Annihilate creep waves with you ult and get last hits with your Parlay and you'll rake in the gold.
But when laning as him you need to play very cautiously. Always move. The more you move the harder it is to take damage from skill shot or targeted area spells. Go for last hits and conserve your mana for a lifesaving Remove Scurvy. It is one of your most powerful moves. Get hit by a full blown Ashe arrow? Use it and act like it didn't matter. Stunned? Ha. Funny. Snared? Guess again. This anti-cc move is much too powerful since it's a heal as well. And when you're going in for a kill or a fight, remember to always pop Raise Moral to start the fight. It'll increase your attack damage which will also make your Parlay more powerful. If lvl 6 or higher make sure you use your ult to stop them from running by making it impossible to run through it without taking loads of damage. In team fights you always ult to hit the enemy team as many champs as you can and always target the carries. That will lead the way for you to destroy the rest of the team.
