Intro
But please do not judge without trying at least one game. :)
Pros/Cons
Pros:
Very high damage output mid/late game.
Global ult.
Very fast champion, Able to dash in and out of battles and to chase.
Very good passive. Great for fighting healing champs.
Self heal/cleanse.
Cons:
Only two damaging abilities.
A tad lack of damage early game.
Very good at consuming mana. But thats why you buy the mana crystal. ;)
A tad bit squishy.
Ult is mostly luck.
You don't have to use the: Flash Ignite combo. Its just what i prefer for early game kills. And flash is pretty much a no brainier.
Other spells:
Ghost: Great for chasing down enemy's as well as fleeing from battle.
Exhaust: Good for slowing down the enemy's so you can hit them, or for saving yourself.
Teleport: This is a pretty straightforward spell. Its extremely well for ganking across the map if you have your team throw wards up.
Spells I wouldn't advise:
Clarivoyance: Many Gangplanks take CV because it can help get the ult off on A low hp champ. But I just feel its not worth it.
Clarity: Your not going to be really mana deprived because of the sapphire crystal and your Seals.
Revive: ... Do I even need to bother to explain.?
Heal: You already have one.
Cleanse: Same as above.
Spells are all ones opinion. So I say you should take what you like.

Runes. For runes on Gangplank I usually run armor pen marks and quints because who doesn't love starting with 25 armor pen? And for my seals i like to run MRP5 (magic regen per 5) This really helps early game because I find gangplank to be rather mana hungry. And last but not least: Glyphs. I like to use the crit damage glyphs just for that extra damage.

Early game.-Start with A Sapphire crystal and a health pot. head on over to your lane. All you have to do is level Parrley once, and just use it to harass. It only costs 40 mana level one.
Once you hit level six you should constantly be checking the map in all lanes. Because your ult can get you A kill/assist on A fleeing champ. Your Ult is very versatile, You Can use it in teamfights, Escapes, ganks, saving allies, Basically whatever you like.
Mid/Late game.- This is basically the time where you run around with 500+ movement speed ganking and taking towers. As soon as you complete the Trinity force your parrleys will be hitting massive amounts of damage with a crit. After you have Trinity force, And your boots. Start saving up for them Phantom dancers! I always like to buy both in a row. But if you feel the need to purchase IE first, or a bloodthirstier, then feel free to do so. I just prefer to rush the Phantoms for the move speed and attack speed.
Very late game.- So at this point you are the badass pirate that ****s **** up everywhere. You have 550+ move speed, and Parrleys crit 900-1200. But most of the time they will surrender as you finish your trinity force. Because your Gangplank. (Oh, and don't forget about all the seksy seks you'll be having.
And thus concludes my talk about the best champ on the Proving grounds.
And never forget... wherever you go. **** **** up.
