Try to keep your e spell above your q, but just level up alternating between q and e. Once you're lvl6, get your ultimate, and once your q's and e's are maxed, start getting your w.
Depending on how well you know your team, and what they will do with you, determines whether to go q or e first. Get q first if you're going to be trying to kill their jungler at the beginning of the game. The stun is great for preventing them from running, and it's also good for helping your team run after getting ahead.
If you're just laning, you should go e first, because it's good for killing the minions, but it also does good dmg to the enemy heros without having to get too close. The e is also great for helping you get last hits at lvl1, and it allows you to buy avarice blades.
Start with doran's ring and a hp potion.
Next start getting avarice blades up to about the 15th minute. I strongly suggest to stop their, because it takes about 25 mins for the avarice blade to pay off for itself if you don't sell it, or 13 mins if you do sell it.
You may want a philosophers stone too, as the 3rd avarice blade, depending on how you're doing. This allows you to have mana and hp regen, so you won't have to go back to town. A lot of people suggest to just stack a lot of philosphers stones or kages lock picks, but I strongly suggest you not to do this, because they take longer to pay off, and can prevent you from having more gold late game.
After the avarice blades, you want to start investing in archangels staffs. These give you an unlimited amount of mana, and tons of AP. Throw in the new zhonyas ring, that gives +33% more AP as the 3rd or 4th archangels staff.
III. Main thing is that masteries won't make a huge difference on your char. Just know that AP and mana regen are the main things. I say to get the bonus time to clairvoyance, so you can see your opponents hiding/ganking better.
IV. Get flash and clairvoyance as your D and F. Try to get your team to travel in a group to catch your opponents jungler and stun him/steal his blue/red buff. It's very situational about what you do, but know that if their team isn't around, then you have a good chance to kill atleast one of them, or hurt them badly before they start laning.
Once you start laning, try to keep the minions right by your tower, but not where your tower can shot them. This prevents your opponents from trying to ghost and gank you, and can also help you deny them of gold, if your minions are always dying by your towers, where they'd be hit if they're a melee char if they really wanted the 20 gold.
Try to keep spamming your clairvoyance spell, so you know exactly where your opponents jungler is. Once you're lvl6, try to steal their junglers exp and buffs using your ult, if not go for a kill in your lane. Some people think that this is a bad idea, because you're going to fall behind in exp, but your lane partner is soloing, and it may make their mid believe that you're ganking. Next you steal the exp, gold, and buff from their jungler, leaving him with nothing, but a slower jungling route.
You want to just farm for about the first 35 mins, taking towers as you can. Try your hardest not to die, and try your hardest to stay in the lane longer than your opponents.
Try to occasionally gank mid with your stun. Even if you miss the gank, you can always use your ult and 1 hit the majority of the jungle minions.
