This build is specifically just to repeatedly hit people with E and stunlock them. At max level, E will stun for 1 second at a 12 second cooldown. HOWEVER, there is something important about E that makes it possible to stunlock with.
This means that if you have a 4 second cooldown (200 ability haste), you can permanently stun enemies. This build maximizes ability haste in order to be able to stunlock enemies.
