I was wondering about runes and items.

With the Dark Harvest scaling it's obviously better as a general standard, but I was wondering about taking Electrocute situationally? Would it be better to take it against burst champs or against champs who you need to eliminate as quickly as possible.

For items I was wondering in what situation you take Liandry's Torment? Is it purely a preference item or should you take in some situations? I was also wondering about Ionian Boots of Lucidity. Do you need to build these boots in most situations? With the Q resets and stacking ability I feel like it's a worse option than Sorcerer's Shoes but it might be better for some other reason. Could you potentially add that to the notes?
