NOTE: i dont know how to embed rune/ spell/ item info into my guid T_T if someone does let me know and would appreciate your help :)
I take these runes for maximum early game mana because that will keep you in the lanning phase much longer (heimer's bred and butter) allowing you to farm up to the builds bigger items.
The magic pen is just a standard ive found to be most effective
note: many argue that it is better to stack health for survivabiltiy but i would say the natural health regen and a cautious game, using the extra mana for extra poking is a better way to play
note 2: i would not stack CDR runes because, between his ult and Frozen Heart you get full 40% CDR

i find the more defensive build with a balance of utility to help heimer's early and late game survivability.
The bonus to monster buff's is very useful as heimer benefits from Blue buff quiet a bit (something worth getting at lvl 1 before lanning starts) and the flash and teleport CDR are simply very usuful perks. otherwise, i focus on mana/ survivability based talents

This is where the early game farming becomes essential, as heimerdinger benefits from farming/ lots of gold quiet a bit.
i start off with a mekie pendent and a ward (something to watch the side of my lane as i like to solo one side or another, instead of simply mid) i build that into tear ASAP as tear benefits from an extended game.
spell pen boots should be a given, i shouldnt have to explain that
Next i go straight for zonya's hourglass if your playing heimerdinger right the massive amount of gold should come quick.
from there its very situational. if your absolutely owning your lane, build more ap items (rabadons will of ancients, morello's evil tome for the etc) but if your having a harder time, i like to get Frozen Heart, next. upping my mana, armor, CDR and giving me a great passive. then an abysall scepter (a great MR boost as well as AP, a nice bonus, plus the passive is very usful. between that and your boots you can skip a void staff)
finally, i get a Archmages from tear and if i have the time a rod of ages, tho the last item should be completely situational.
