2. Runes: Your mix is completely off. The armor pen is fine, but the seals should be armor or health, and the quints should not be MS. You are fast enough to afford offensive quints.
3. Items: These are completely off. Boots at lv 1 are a must. After that, what you have suggested is just a mess. Your items give a nifty total of 50% not even counting your runes, while the max is 40%, meaning you are wasting gold on totally worthless CDR. A better alternative is to go straight for the Rageblade and then int the Trinity Force. This gives a much better mix of early and mid game damage, without wasting gold on excess CDR.
4. Skills: You clearly do not understand how Nidalee works. Her cat form ONLY benefits from the level of her ultimate, therefore taking extra levels in W is totally pointless. You should max Q first, E second, and take a level in W early but max it last. As always, take R at levels 6, 11, and 16.
5. Masteries: No. Just... no. 21/9/0 or 21/0/9 is acceptable, however. Putting points into the support tree can help your early mana problems, while the defense tree will keep you alive. Never go 30/0/0, even if she benefits from both the stats.
Summary: I have played a hell of a lot of Nidalee, both AD and AP. Please try what I have recommended before discounting me as a biased hater, as it appears you still need to learn how to play a good Nidalee.
