The standard Runes and Masteries are aimed more towards Blind-Pick or a "when-in-doubht" mentality", for exmaple, if you're in draft mode and know your laning match-up, M.res Per level runes may be more beneficial, this applies to masteries also, for exmaple, if your lane match-up was vs singed, these masteries would probably serve you better:





and work fine for early game items when necessary (Or if you have to B with some spare change).




for farm lanes, usually sold afterwards, but can become a in some very rare situations




Vs strong early game champs (unless you're snowballing)




can be viable in certain comps / match-ups - in-fact I sometimes prefer it over Tri.
