On a cheese support, you NEVER look for burning summoner spells. I have played many Pantheon support games myself on smurf (Gold, Platinum ELO; not high elo i know) so I kinda know how it goes.
You need to go to the lanes that your teammates have already blown Flash. Look for when they pinged Flash on enemy or ask ENEMY FLASH UP? (never: mid/top flash?, because yes/no can be yes, they have/yes, they dont have). Optimize time, typing wastes time worthspending on something else.
Sneak behind them, Golden Aegis to slow so you assure your bread and butter combo Demacian Standard+ Dragon Strike will land. Get kills on your allies mainly (you can get up to 2-3 or else your team will have no damage to capitalize on your engages).
Black Cleaver is such a good item since you get some HP, Armor and Armor Shred. Sightstone will delay your build, so get it after (I know your a support, but not a standard one, you need to snowball to be useful).
After lane phase, roam the map and play like a ganking jungler. Use Cataclysm on CD to make the most out of your champion.

This is viable tactics and has a place but I am more adc focused J4. J4 has a pretty low CD on his ult. So burnt flash is worth, because it makes your jungler and mid/top laner job easier. I primary focus on getting kills for my adc. And yes I sneak behind them but sometimes it is warded, sometimes EQ is enough to burn flash. As for The Black Cleaver, I would relate it to aggressive build, it is a good item, but as an engager you need more tankiness. After lane phase I set tasks for myself to end the game or take as much towers as possible, roam time is finished by that time. Me and my adc usually go to mid to destroy the tower OR go by bot to destroy T2.
