I play some Jayce and to be honest, after building Manamune I never had any problems with mana so this statement is wrong.
Why not? If you don't try to kill your enemy or just force him out of lane, why would you lose your range advantage? "Switching forms" will not confuse your enemy at all, he will most likely understand you are a good Jayce player. Knowing your lane opponent is not good is a first of all psyhical advantage.
Frozen Mallet is **** on Jayce. Later on the game you will be able to melt most of your opponents. And you already have the slow from your To The Skies! and if you want a slow on each attack, just grab red buff, don't waste a slot that can be filled with something useful.
I guess you pointlessly spam his abilities. Every champion whose abilities are spammed gets out of mana.
Oh yeah, and laning against Kennen or Nidalee isn't hard with Jayce.. Firstly learn to play him properly then make a guide...
Why no mention of Sight Wards added to the start items and Last Whisper? Besides, you should fix your coding for example the coding of To The Skies!.

Start looks alright, I'd recommend a ward but whatever.
Add a final build section. I dislike Triforce on Jayce but it's a personal opinion thing.
Skill sequence is fine.
Why not take armor pen? That's a huge oversight in your masteries. Rest look fine.
Guide is a little hard to read.
Could use a matchups section.
Overall, solid guide. Please keep working on it, but I'll give a +1.
