Did you even try? Not to be insulting but it feels like severely little work went into this and most the items seem to just correlate with the recommended build in-game.
And item choices seem just thrown about to get the most AP without much regard for the effect.
( Example: Rylai's is suggest, but nothing about Liandry's which is, in my opinion, ridiculously broken with Rylai's. )
Second of all:
You state in the pros that he has amazing CC. He really doesn't. Not without Rylai's. He only has his E, and that's a ridiculously small range on a ridiculously small area for a ridiculously small effect. We call this soft CC and only having one means that they have nearly no CC.
Want tons of CC? Please direct your attention to someone like Nautilus and you'll see what I mean.
Also scoring Void Rift is -very- easy, even stated by Riot, since it was made to be a harassment tool. If you can't land your Void Rift's properly, then Vel'Koz is not for you, as he relies on it for farming and poking early game, then wave clearing and tons o' damage late game.
This is just subjective, but with a spell with two charges, two other spells available without pooling into your ultimate, and your auto-attacks being able to sustain the passive, it's fairly easy ( for me, AKA, someone who plays mid a -lot- ).
In your items section you put:
"Vel'koz needs Mana and CDR.
chaining all the Abilities for his passive drains tons of mana and if your on full CD then you can get ganked.
Stacking all the CDR from Athene's and Morrelonomicon along with the Mana regen can keep the Lazors firing all through a team fight."
No. No. No. No. No.
No coding, no clear explanation, just a snippet of jargon.
Moving on:
"i found that the Early farm and that it does equal damage both to everything in its path and on second detonate makes it a easy first pick, as you can also place it to harass the enemy letting you farm in relative peace."
Okay, no. It does not deal the same amount of damage on detonation. Please re-read.
Also, you just stated up there that Void Rift is hard to land. Make up your mind.
There's so much more to state. Like the pitiful length of this guide, the fact that it's obvious that you don't play much Vel'Koz or much mid at all really, and the lack of effort is just painful.
I'm trying to be nice, but it's hard. Vel'Koz is a new champion, and people like you, putting guides out like this, screw up a lot of newbies perspective on champs when they want to dig deeper on them. Especially the new ones.
