Or on the second build a cleaver that allows you to catch someone and let your frozen mallet do work from there.
The ruins are to give him a little extra health for a little extra back on his ult. When I make Mundo tanky I want him to be Unkillable with that ult up and running. But it would also be nice to use them for extra magic resist for this is where he lacks.
Build two:

To start off I like starting with the extra health that the ruins and masteries bring. I have no problem walking into a lane with 865 health at level one. Then of course speed in this game means a lot and makes a difference. Boots are always my next item unless things are going really well and you can get your hands on a Giants belt first time basing. I like the warmogs first because it gives you all around defense, sure the abilities and dps are going to hurt you. But if you've got enough health that's not going to matter. After the health, I find that your making very hard for the burst mages to pound you down. It becomes more or less just the fact that the ad carries might be dpsing you a litter harder than you'd like. This means that Thornmail is my favorite choice. The second warmogs is to start making you very tough to kill with your ult up. The health regen and being able to hop into a fight full health when you were half not 5 seconds ago. The Crystal Scepter is to give Mundo a much needed boost to is cc. You went from only having one cc ability that slowed. To the same abilities that has a more powerful slow, and a Burning Agony that becomes a permaslow. The atma's Is perfect for Mundo to help him tank, deal more damage because of his stacked health, and every once in a long while, lady luck smiles your way, and you crit, and actually do some damage, you can feel like your just one OP S.O.B.

I like to start with a cleaver, one because its a decent harassing tool, and gives you some cc right of the bat. Then to help with farming or fighting Mechanism is always my next choice. Burning agony is third, if you can be versatile your going to do much better, and besides why the hell wouldn't you get all of your abilities as soon as you could. I like to up the cleaver to help harass and farm. It's nice to be able to drop half heath minions from a distance. Your ult is sixth. After that I rank up in order of importance to me. Cleaver first option, Mechanism second option, burning third option, but ult always takes precidence.
The summoner spells are cleanse and ignite why? With the cleanse, to be able to shrug off an ignite while he's ulting so he doesn't loose as much of the full effect. The ignite is the same for you as it is for those that would use it against you. To keep champions from getting health back with spell vamp, life steal, or a support heal from healing fast enough to survive the fight. Every once in a while when I'm feeling greedy. I'll throw in an exhaust in for the cleanse. I do this so if I decide to go after an ad top it will give me a huge upper hand in the fight. And as always keep the ignite to finish off anything that wouldn't have been a kill without it.
In all this is just a tanky Mundo that if played right should almost never die. You've got armor to counter dps, you've got straight health to make your much harder to burst. You've upped your cc with the crystal scepter adding it to one ability that didn't have it before, and the other is a very powerful slowing ability.
