Introduction
Singed can be an outstanding tank on dominion. Just like amumu or alistar he can deal some nice damage and still take the hits when needed. It doesn`t differ much from classic matches, he build hybrid first and than more tanky on the go.
FINALLY a champion i guide for you that has an official - phreak - spotlight!
Well, finally, i could add one here: watch and learn! PS. i often take a lot of core items that phreak takes too, this wasn`t really visible in the other builds i made, because there were no spotlights for them.
I max out my runes in MR and a bit armor, so i can roll with the punches. Early game, especially for the early lead on top point (i will cal this one point 3 from now on), it is very nice if there is a champion that cna dive in and initiate without having to worry about getting insta nuked. These runes give you that extra survivability that you need.
Rod of ages and mercuries treads give a great core for singed. He already has a lot of armor from himself + runes and the extra Magic resist makes the health he has very effective. So with the extra AP you will start doing _okej_ damage with poison and all in all you will have a good early game.
Ryjail`s is a must for crowd control. You get more health (which is still what you need, since you have more MR and armor than health, to get better effective health score). The slow is extremely useful, poison and slow makes that nobody will ever catch you.
I like frozen heart next, because of the cooldown, slowing enemies, mana And with his passive the 500 mana gives him another 125 health. It`s not much, but it is nice.
Rest are tanky items of your choice. You can pick thornmail or force of nature, or first even more health (which i prefer on him). Also lich bane is a good option, if your enemy team doesn`t have extremely good mages.

(Innate): Singed's max health is increased by 1 for each 4 points of his maximum mana.
Note: see how this works for him? Get him rod of ages, frozen heart and he will become extremely durable

(Toggle): Singed leaves a trail of poison behind him for 5 seconds. Enemies caught in the path will be dealt magic damage each second for 3.25 seconds.
Cost Per Second: 13 mana
Cloud radius: 20
Magic Damage Per Second: 22 / 34 / 46 / 58 / 70 (+0.3 per ability power)
Note: Try to lure enemies after you by dropping to low health. They will try and kill you. If you have ryjails than they will never catch you. Also, if you save your ultimate you can regenerate while running = when enemie drops low, turn and hunted becomes hunter.
Mega Adhesive
(Active): Throws a vial of mega adhesive on the ground causing all enemies who touch it to be slowed as long as they are in the adhesive and for 1 second once they are out of it. Cooldown: 14 seconds
Range: 1000
Radius: 350 (estimate)
Cost: 70 / 80 / 90 / 100 / 110 mana
Slow: 35 / 45 / 55 / 65 / 75 %
Note: 35% slow is fair enough, so level this one the last.
Fling
(Active): Flings an enemy behind Singed, dealing magic damage to it. â– Cooldown: 10 seconds
Range: 125
Fling distance: 550 (estimate)
Cost: 100 / 110 / 120 / 130 / 140 mana
Magic Damage: 100 / 150 / 200 / 250 / 300 (+1.0 per ability power)
Note: make sure your fling doesn`t mess up your friends spells: Many people have skillshots and 1 fling can mess them all up. Make rules at start of game: you fling first, than they strike. Make this very clear, or it will get messy both physically as verbally.
Insanity potion
(Active): Singed drinks a potent brew of chemicals, granting him a flat increase to his combat stats: ability power, armor, magic resistance, movement speed, health and mana regeneration per 5, and crowd control reduction for 25 seconds.
Cost: 150 mana
Cooldown: 100 seconds
Enhanced Stats: 35 / 50 / 65
Crowd Control Reduction: 10 / 15 / 20 %
Note: With mercury treads NICE anti crowd control. It will also give you boost during a fight and it will last long, so throw this on as soon as your fight starts.

Singed is a good champion to tank. He has nice crowd control with his slow and he can really *disadvantage in a nasty word* enemies with his fling. If you have heavy ad, let him follow you aroud and finish off your ganks.
Don`t be afraid to initiate or dive and try to divide and conquer with your fling + slow.
