Every time I build Cosmic Drive I feel extremely weak so I write it off as an item I avoid- but it's personal preference. I was watching Elite500 again recently and I saw that he likes to go Rocketbelt > Sorcerer Shoes > Deatchap > Cryptbloom due to the recent Rocketbelt and Cryptbloom buffs, and those items give enough CDR on their own. Give that a try too if you like!

As to answer your question - I always build lucidity boots as I don't build any ability haste in my choice of items and even with the MASSIVE NERFS to lucidity boots I still find them useful for early 10ah and the summoner spell's haste which is really insane on a champion like Vladimir that relies so much on summoner spells to be able to wreak havoc on the enemy team. But do not let me dishearten you, if you enjoy building sorcs then build them preferably when enemy team refuse to build early magic resistances e.g. squishies. And late game they get further amplified from 3rd item void staff which is nice. Hope this helps!
