I think that you did a really nice job with this build man. I absolutely love on-hit effects with Twisted Fate. However, I find that when using this strategy, shredding through armor and mr is just not enough. I think that a nice Rabadon's Deathcap or a Void Staff would really help out your cause a bit better. Also, Destiny's initial CD is only 2 minutes once you hit 16, so I don't really see the need to get Teleport. That's just me, but I have tried teleport on TF eland it sounds like a legit choice at first, but even with both of your teleports; a fed nocturne could drop you in two hits since you're not getting your Frozen Mallet till late game and the majority of the people who use this build will probably not get to that item anyway or they'll just go for something else. I honestly think that Flash is a much better choice and I definitely think that it's more viable than teleport. All-in-all a pretty nice build. :)

2.5 attacks per second is the max attack speed you can have.

I can't tell if this puts you over the ATKSPD cap or not, can somebody confirm/deny?

Not really, you do a lot of magic damage in a very short amount of time due to the extremely high attack speed. CC is a problem in team fights, though, and if a team focuses you first, you are useless if your team isn't fast.

Its good in theory but since you dont have any AD you need to stay in the fight for a long time in order to do damage and by doing that you put your self in a lot of danger
