This build needs slightly more AP as you'll get Zhonyas as one of your last items so you won't be building 300 AP that fast. Frozen Heart does not slow, Rylais does. Frozen heart just reduces the attack speed of nearby champions.

It have nice armor and it slows enemys when they try to run away

Agree. There are several other options to getting that CD reduction. Spirit Visage would be a cheaper defensive choice, where as Deathfire would be a cheaper offensive choice- highly recommended in counting tanks.
