READ FIRST:
I didn't select correct runes because those are free of choice. I suggest attack speed, damage, and crit.
2 PERKS:
My favorite perks are Heal and Teleport because you will become a chaser once you build up some items and the faster you can get into the battle the faster you can get your money.
This is a high burst and high survival build. With this build you have to be careful from the start, then when you complete the first 2-3 items you can go on a killing spree.
These items are expensive, but Miss Fortune can accumulate a lot of gold fast.
This is an auto-attack build, meaning you don't have to worry too much about using abilities at the right time because she hits hard and hits fast with her auto-attack.
Very rarely do I ever use DOUBLE UP because the mana can be put towards the other abilities which have proven to me to be more useful.
THIS BUILD FITS MY PLAY STYLE AND MAY NOT BE FOR ALL USERS. IF YOU CAN SURVIVE WELL AND CHASE ENEMIES FOR LONG DISTANCES, THEN THIS BUILD MAY BE RIGHT FOR YOU.
First abilities:
MAKE IT RAIN and auto attack will be your main abilities. The goal is to get gold and get it fast. Don't get hit because the more you recall, the longer it takes to get gold.
Location:
In CO-OP vs. AI, the bots' melee dps goes bottom, so you're going to want to solo middle or go to the bottom. For PVP it doesn't matter, but it's a good idea to stick with someone who can slow, stun, or trap.
Fighting:
Use MAKE IT RAIN on champions when they stand by minions. Use it every chance it's up. You will run out of mana fast, but your auto attack will be just fine while your mana regenerates. It'll be slow, but don't worry about mana.

Abilities:
Keep using MAKE IT RAIN and pop IMPURE SHOTS when attacking/chasing champions. Use BULLET TIME when you feel it's necessary. I enjoy using it when champions are stunned or when they're just in the right range to hit a couple.
Around level 8-10 you should have built up your Berserker's Greaves and part of the Blood Thirster. This is where your gold really builds up.
With your life-steal and attack speed you will survive for a very long time, allowing you to spend most of the play time collecting gold.
You should still focus on your lane and killing minions and weaken champions. Once you build your first phantom dancer, and get another 12% lifesteal from a new bloodthirster, then it's time to kick *** and chewbubble gum. 86 the gum.

Over-time you should be continuing to build up your items. In mid-game you'll already be hitting hard and fast, no perv.
It's now your choice to push lanes or go kill champions. I recommend a bit of both. Getting all these items is quite a challenge since they cost so much, but by the time you get your 2nd phantom dancer it will barely matter. Your attack speed will be so fast that 12% lifesteal will feel like a lot more.
There's not much more I can say, but this build gets me an average of 15-20 kills in PVP. 25-30 in co-op vs. AI in both beginner and intermediate. It's all about kiting when you need to and chasing when you need to. It starts as a glass cannon and ends as a steel cannon that constantly regenerates health per hit.

If you feel you aren't surviving well enough, switch up the 2nd phantom dancer with the blood thirster.
boots > blood thirster > phantom dancer > blood thirster > phantom dancer > Last whisper
Since it takes awhile to get to Last Whisper using an agility and health pot is a great option if you know you can't make it on time.
Again as long as you have the first 3-4 items, you'll be just fine. I can guarantee you will have the first 4 items completed, no matter how fast the game goes, as long as you can survive well and not recall frequently.
If you don't quite understand or you're having trouble playing this build, feel free to add TWIGSNAP to your friends and we can run some bot games.
