First Strike can proc on Singed W, making it easy for him to use First Strike keystone. Approach Velocity allows Singed to gap close in to capitalize on the First Strike proc.
Liandry's + Tank items allows Singed to proc First Strike multiple times in a teamfight.
Although Demonic Embrace and Rylais are good items on Singed, I feel building these items with Liandry's makes Singed too squishy. Demonic and Rylais go better with Riftmaker and Rocketbelt.
Liandry's damage by itself is perfect imo, because it does good damage, without the enemy really noticing it. Anymore damage and the enemy will avoid chasing.
Singed's primary weakness is his easy kitability. Building Deadmans and Chemtank not only mitages this weakness, but also gives him the tankiness he needs to be useful in teamfights.
Randuins is built as a 4th or 5th item in order to deal with the late game damage ADC's often deal. This maintains Singed's relevance in teamfights.
Stopwatch can be bought as a final item if the player does not have enough gold to afford a complete item. This can be transitioned into a Zhonya's buy.
Legend: Tenacity and Merc Treads are also taken on Singed to mitigate the effect slows and cc has on him.
