Introduction
BTW this is a smally tweaked build from Pragz over at Solomid.net. So I'll be focusing on showing you the gameplay aspects.
Pragz's Build
Version History:
6/2/11 - Original Debut
6/3/11 - Test show that getting just a Fearie Charm and some pots is better when your mid. Also added Zhonya's Hourglass to the list of things to get if their team is AD heavy.
6/4/11 - Added a second build for a lot of AP.
6/5/11 - Revamped the second build, cause it wasn't working the way I expected it too. This build works so much better. (I prefer it over the first one)
Standard AP Caster runes, though I builder her kinda hybrid.
-Magic Pen marks
-Mp5 Seals
-AP/lvl Glyphs
-Flat Ap Quints
You can also sub in AP reds or mp5 blues (For those who LOVE to spam her Command:Attack).
Also you can switch in CDR/lvl or Flat CDR blues for the AP/lvl ones if you like that better.
Feel free to get AP/lvl or Magic Pen Quints if you like them better.

I get the standard magic pen reds, armor yellows cause it makes me less susceptible to harassment in the lane early-game, AP/lvl blues just for the extra AP late game, and some Magic Resistance blues or flat ap blues would work just fine here.

I get the standard magic pen reds, armor yellows cause it makes me less susceptible to harassment in the lane early-game, AP/lvl blues just for the extra AP late game, and some Magic Resistance blues or flat ap blues would work just fine here.
I start off with Fearie Charm and some pots for some extra mp5 cause I love to spam my q. If you can manage your mana better, you can feel free to start with the regrowth pendent.
On my first trip back, I sell my Mana Manpulator and get the Philosopher's Stone. (If you got the Regrowth Pendent, just get the stone) and Boots of Speed.
I'll rush the sheen next cause of her ability to spam makes it so much better, and helps take down towers.
Next you gets some boots, you can chose from a few here, but I like the 20% CD reduction from the Ionian Boot's better then others. You can get either Sorcerer's Boots or Merc Treads.
After boots I will rush the Trinity getting the Phage first and then the Zeal and finally finishing the Trinity, this will add a noticeable amount of damage, and it's even better if you have a few kills tacked on.
Eleisa's Miracle is a choice item, I might keep the Philosopher's Stone if the team has little to no CC, I'll get if they have 2-3 or more CC on their team.
Now if you are behind and don't see your self able to get and Rylai's go right for the Banshee's Veil for the extra MR or a Hourglass for the extra armor and it's passive.
Otherwise go for the Rylai's and the Deathcap for that extra AP, as it adds a nice ammount of damage and slow.
If you didn't get the Banshee's you can feel free to get it now, or get another item that gives AP, like an Abyssal Scepter (more items will be added in the future.)
My second build is for more of an AP Caster
Regrowth Pendent -> HP Pot -> Boots of Speed -> Philosopher's Stone -> Sorcerer's Boots -> Blasting Wand -> Deathcap -> Blasting Wand/Giant's Belt(If you don't need the AP) -> Rylai's.
The last 2 items are for survivability, aka a banshee's or a hourglass maybe a thornmail, any defensive item that fits your playstyle. Cause you end with more then enough AP with this build your last two items are up to you....and your enemy team.

Next I max Command:Dissonance for the AOE slow and speed boost. This will save you so many times it's insane, just shield your self and activate this and and laugh as your enemies wonder why your so fast and they are so slow, works best in the jungle cause they can't walk around it.
And then the shield last for end-game.
As always put a point in your ult when you can.

This is the end of my build for now, I will most defiantly add more stuff like videos (after I figure out how to do them) and more info, so stay tuned and feel free to PM me in-game.
