Highly successful at solo laning or doubling with a mage.
The spells I chose for this build are Ignite and exhaust.
Ignite will allow Pantheon to either chew his opponent down during a standoff or help him get a kill on someone who is fleeing. It's also effective if you are running away and wish to scare off a pursuing bad guy.
Exhaust was chosen because Pantheon needs his enemies to be slow and weak, this way he can inflict damage repeatedly without taking much in return. It also helps in chasing down a fleeing enemy.

I put points across defense and offense, with a strong leaning to offense. Pantheon needs to be able to inflict maximum punishment quickly and so this is why I opted for attack speeds, damage, and armour. As for defense, Pantheon is somewhat squishy and vulnerable (especially against mages) so I put points into armor, magic defense, and attack dodging.
These runes were assembled to give maximum attack speed as well as increasing time that can be spent in the field. Evading attacks and regenerating mana will keep Pantheon in the field just long enough to perhaps turn the tides in his favor. It's also nice to be able to thrust his spear like a machine gun.
