Could u update masteries?

Good build, but the first commenter is right. On the other hand you have to get tear before rabadon so you can stack it faster. But i think roa is better for annie cause of her close range spells, so she needs HP too. But good build i guess it works out pretty well in normal games. +1. Include the Sorcerer's Shoes in the cheatsheet, and change the seals to mana regeneration or armor. The chapter order is somewhat weird as well: get your pros and cons right after the introduction. Other than that, it's a decent guide.

AP Seals aren't a great decision, but you go full MR Glyphs so it's kind of fine. You'll explode to AD Mids however.
Make sure to accurately list how many potions each of the starts get.
Tear of the Goddess on Annie? Annie doesn't even need mana items because of Q.
You don't list boots. At all. Kinda an oversight.
Skill Sequence is fine.
Masteries are fine.
Better BBCoding then lots of guides, but it needs some more.

Well it's my first build, I don't expect it to be amazing to be honest, I was going to a second build about going on the AD mids that you will face but this is full AP burst Annie, but thanks for the feedback.
