Even if you are not English, typing 'you are' instead of 'ur' isn't difficult.
Being alive and dealing low damage is better than being dead and dealing no damage, right?
You did a good enough job, which is why I put my comment the way I did. But I didn't like it enough for a +1. Sorry.

You should NEVER max charge first, the stun time DOES NOT INCREASE making it pretty much the same after level 1 besides a little bit more damage, you need Devastating Blow to be maxed to really max out your damage and Paragon just lets you escape and adds a little more oomph.

srry dude if the 'ur' bothers you, i'm not english so... i dont get it but.. and like i said i prefer 9% cd reduction and 15% magic penatrion abouve some defensive stats. I forgot some things I know and i made this whole guide today when the servers was offline. please dont be to hard for me. thanks for your opionon i will think about it

First I want to start with something good- I have never seen an Off-Tank Poppy and I think it's a really good idea.
Now for the bad stuff. Your usage of things like 'ur' really bug me, sorry.
Maxing Devastating Blow increases the damage cap, which is why you should get it first.
Something to think about- You say that without her ult, Poppy is too squishy yet you say there is nothing useful in the defensive tree to make it useful. You might want to think about that for a bit.
Finally, ending with another positive. I like how you described everything in detail, even if it wasn't totally thought out in some cases.
