I like the guide but dont take Scorch, thats a terrible rune for a jungler, take
Manaflow Band insted, it will soleve some of your early mana problems, and make your life
easier if they steal your blue!
and how come that you didnt metion Turbo Chemtank?

so much dmg with that ms buff and with its active damaging part + it adds mana (which is needed on hecarim), gives very nice regen, nice amount of hp, and some cdr-I really think that this is a solid item on Hecarim. And I think that boots of Boots of Swiftness are the best choice!
