I main Xayah and i think it's better to max R>E>W>Q because it increases your AS and maybe movement speed or bonus damage when you level it up. Q isn't meant to do damage and it basically just puts down an extra 2 feathers and gives you passive stacks. Levels in it do decrease the CD but I still think it's more important to max W.
