I've actually not had much issue with Quinn because of two key things not a lot of folks do. You can trade with her to chunk HP using your stun. What you do is dash for her with W activated while dashing. Quinn will muscle memory resort to Vaulting off you, and if you targeted her initially, Renekton will strike her when she collides. She still jumps away but will be stunned on her landing point and receive full damage from your W. If the stun paused her in front of you, Renekton would hard counter Quinn, but this evens it out a bit.

If she's roughly 70% or lower based on your HP as well, you can decide to all in or not. Ghost makes this quite easy. I personally prefer to wait until level 6 because Renekton out scales her in combat at that moment. Ignite with Nimbus Cloak works well too.

I still hate Quinn because of her mobility over the map. I don't like champs that can be places faster than me. Looking at you too, Shen.

Hopefully, this helps because all ranged top laners deserve to lose.

That's why you target her prior. If you're really nervous about her jumping away faster than you can finish the dash, catching her hitting CS will give you a bit more time. Early Steelcaps(Tabi) do a lot of good since, unlike Vayne, Quinn doesn't have free armor penetration. If she has ignite and you don't it's safest to wait for level 6 before going for kill plays unless she makes a major mistake.

Another little gimic exploit is using bushes to avoid Valor from her passive. He only marks visible targets so when her passive is about to proc, you can leave vision and Valor hits a minion. She can ward to counter this but that in turn blinds her from ganks, so communicate that to the jungler.
