A very bad build to say the least. Obviously not suited for practical play.
Since i bothered to post, let me post some glaring weakness in yr setup.

1) PROMOTE????WTF!

a) Replace Summoner spell - Teleport (a must have) to help other lanes/replenish yr mana/return to your lane quick to keep up in farm/xp.

b) Optional - Ghost for chasing/escape ability or Ignite - Duel to death or Heal - Trollolol extra HP.

2) Rune Setup - Flat Magic Resists a MUST. Not even an option. You want to be instagibbed or zoned out by a strong burst AP mid??

3) Boots - Lucidity?? NOOB? Frozen heart and your maxed passive already gives 30% CDR. Why would u want to add another 15%??

4) Mastery - Ever considered putting more than 21 pts in Utility? DO the maths and think abt. it.

5) Item - Meki ??(bloody noob) ALWAYS start with Sapphire Crystal first.
Item - Suggesting Morello's Evil Tome and Eleisa's miracle is dumb to say the least.
Item - Spell Vamp makes a ton of difference to say the least. Hextech Revolver before BV, after Frozen Heart/Glacial Shroud. A Negatron cloak will suffice midgame.

Try to read other RYZE guides, master the character with several setups, then come back and retype this lousy guide. Itemizing and setting up Ryze is not as straight forward as one might think. It all depends what u want to achieve at ALL stages of the game. Enuf said

Some constructive critism if you want.

I really don't think you should start with Meki Pendant. A Sapphire Crystal is much more efficient in terms of damage and it still helps your mana problems.

The CDR Cap could be adjusted, you have 10% from Overload and 6% from masteries. With Frozen heart you then got 36%. My suggestion is to get just 4 Greater Glyph of Scaling Cooldown Reduction to cap 40% pretty nicely.
So please switch the boots to Sorcerer's too :)

Although you have made it nicely anyway, but this is not the way i would build him exactly.
