The concept of long-range poke at low CD will always be strong in ARAM. However, poke in ARAM is less effective if the enemy has easy ways of healing: they have a healer (Soraka), whoever you're hitting has lots of lifesteal (champs that run Shieldbow late-game), or they break down your tower early (they get extra health relics). If you think you'll run into one of these situations, your effectiveness in-game is put on a clock. This reasoning applies to all Poke-oriented champs.
The build is probably different now with item changes in S11. I think the build would be either Duskblade/Eclipse start, -> tear -> Youmu/Edge of night -> Muramana -> Serylda's Grudge/Botrk depending on the Mythic you took. You can choose boots at your own discretion.
TL;DR your best chance at success is against comps with little healing and will depend on if you can land W's as you mentioned. You also probably have to tinker with the item build since items are different.
My recommendation is to be aggressive spamming W, since your poke isn't necessarily to kill but to put the enemies low enough where if you get caught, your team can still clean up or at least keep them under their tower. Hope this is helpful!
