Slows don't stack just like tenacity, tenacity stacks, slows don't, they get weaker the more you use.
pretty much you can never reach 100%.
The second slow is a lot weaker.

Also your not taking the 8% mpen when going 9 offence, this makes 0 sence at all.
1 point cdr gives you like nothing, much better off putting it in magicpen, you say with runes you need the magic pen or Q does no damage, then why not take magic pen in mastery's?
Also hybridpen is better than magic pen (for good singed players who know how to sky-auto).
You max E second, please tell me why? As far as i know you play singed to disrupt the enemy team, fling cooldown stays the same, it gives you no more disruption. slow becomes 40% stronger by leveling it up to level 5. Thats worth a lot more than 200 damage as singed is not a full damage dealer but a AP bruiser.
Unyielding + Block is a lot better than the max +6 hp regen per 5 sec, it scales off missing health, if you get so low that this makes any difference you will most likely die anyways.
Relentless is not that good of a mastery, 20% slow at 400 ms = only 3.75% diff.

At the end you say Singed can easily 1v5 the enemy team....... Plz people use your brain and don't try to 1v5, it will not work.

I didn't say they did not stack. I said they do not stack efficiently. They stack multiplicatively, not additionally. Sure, there is a slight difference, but there are much better items you could get with your gold than wasting it on Randuin's. Not to mention, you neglect your passive Empowered Bulwark if you buy Randuins which gives you straight health and armor. Sorry, but I have a Singed guide, and I do know this :)

They do stack, and if you are being chased you will slow them down. You have a singed guide, you should know this.

Randuin's and Rylais? You don't need the double slow because they won't stack efficiently.
