Only runes that are incorrect are the yellow seals, should probably be armor. Skill sequence is fine.

Tear of the Goddess is okay, I personally don't like it. I really like a strong early game Cassiopeia and Tear gives her a strong late game.

Consider Rylai's Crystal Scepter core, consider Rabadon's Deathcap core. Probably drop Will of the Ancients to the 'consider' items tab because it's pretty ineffecient as an item. It takes 3 people to benefit from WotA to make it worth it. If you're just looking for spell vamp for for Spirit of the Spectral Wraith. Either way I don't think spell vamp is core on her.

You should probably add a lot more BBC coding there are plenty of guides on how to do this, JhoiJhoi has one or you can look at other guides to get ideas (usually the highly rated ones).

Space Firstly, you should separate your cheat sheet for staring item and early rush, it's kinda confusing when you mash them up like that. Then, your "final Build" doesn't include Rabadon's Deathcap? Is that intentional?

Space I can see that your guide has potential, pls check out more guides on BBCoding. It will help your guide a lot. Also, you don't really have to insert images for those icons you put in, just type in "icons=xxx size=xxx", it also links the icon to the wiki so that people can view the details of it.
