Talon Passive Ability
Introduction
For masteries I go 21/0/9 making sure to pick up the life steal and the extra armor penetration there. I want to get as much damage straight to the face as possible and this allows me to do that. Taking that last point on the damage tree also helps out with the burst damage and you can drag people down super quick. Taking all the armor pen also helps you shred tanks. It is still not recommended that you solo a tank unless you have a lot of life steal to get past a thornmail.
For items you are going to want to look as CDR items such as yomoos and speed reducing items like frozen mallet. This allows you to use your abilities often to max out your damage, as well as to keep them slow so that you always get the extra 10% damage to slowed or stunned opponents. You can get activated items to do this also, but you get it with every attack from Frozen Mallet, I would add on extra on hit effects such as Executioners Calling, or even maybe a blood razor.
The core of the build though is the frozen mallet and the yomoos. These two items allow me to have tons of life, as well as to be able to use my abilities often.
I usually lead out with a dorans blade to keep me in lane for a long time at the beginning of the game, as well as to give me that 6% life steal and extra health. First trip back I use it to pick up boots, which can be either the berseker greaves or merc treads which ever the case deems necessary. Just depends on if there is a lot of CC on the other team.
Getting items like zeal and phantom dancer give you crits often and the speed that you need to gank with on summoners rift or the twisted tree line.

I always start out with a rake. Then to noxian at 2 and cutthroat at 3. I leave those there and max out rake first and take my ult at level 6. This allows me to farm well in lane, or for ganks to make sure that they are slowed down for a while. After rake is maxed you can go off each level and hit noxian and cutthroat keeping them fairly equal as you want the damage amp from cutthroat and the dot from noxian to ensure the kills.
I only step out of lane once it that tower has been taken down. Farming is simple with rake used to pick up kills and to just knock down minion health. I have yet to try Talon as a jungle but I imagine that this build would do fairly well still doing it, you would just have to start with a vampiric scepter first.
In all this Talon build is fairly solid. It gets in, gets out and gets kills. It takes some of the squishy away from him by giving him life and damage. Will burst down all but the most stout of tanks, and can just rape a carry. I have had profound success with it, and I feel that if you use it you will to. Just make sure that you are not being too over aggressive with it.
