Introduction
Why Sona? Because she's an incredibly fun champion that excels in creating pressure in the laning phase, and translates well outside of it.
Make sure to take Song of Celerity (E) at level 7, unless previously learned in lane. The most common reason to level before 7 is if pursuing enemy champions offensively in a gank at level 4. If you're not pursuing a a kill using E's passive with your jungler, it's better to lane with more levels in heal.

When you first get into lane you want
Level 1: Use your passive on an enemy champion and then cast Q - Q prevents you from autoattacking, so you always want to autoattack before using your Q. You want to continually pop in and out of the brush autoattacking the enemies while not tanking creeps/getting stunned. If they can stun you, don't walk into stuns poking.
Once you're down around half health at level 1 - you want to back out and play passively until level 2 so that you can heal up.
Level 2-5 : Poke the enemy champions when you can. Get your side specific wards out before the ganks happen. Don't spam heal too often but recognize trading is a bad idea under 1/2 half. The ideal time for you to land autoattacks here is when the enemy AD is in an autoattack animation, or the support wanders to a position where they can't trade back with you.
Level 6+ : If you hit 6 first, try and zone, if not, continue playing with controlled aggression. Don't put yourself in a position where you can die, but continue harassing them the best you can. Try and gauge the amount of damage your AD's level 6 does, and aim for a target you can kill in that range. Generally, 400-500 enemy HP is kill range at level 6, if your AD won't die immediately after your stun. Use your Stun + Q's powerchord passive when you wish to kill someone, but make sure your AD is close enough to gapclose your stun, instead of stunning at the earliest opportunity.

Power Chord : Every 3 spells, Sona's next autoattack deals increased damage and an additional effect based on the Aura being used.
This deals roughly double damage. Use this if your only goal is damage.
This will reduce the targets damage by 20% for 4 seconds. This isn't particularly useful in skirmishes you're winning, but in a teamfight look to use this on a high AOE target such as Vlad, assuming the target has little crowd control
This is Sona's secret strength. Good use of this Chord is what makes or breaks a Sona player. This Chord is used to slow the target by 40% for 2 seconds, and is best used

The rest of the teamfight you want to spend auto attacking, using your to charge power chords, and then using your Power Chord on high priority targets killing your team, or enemies fleeing your team, based on how the teamfight is flowing.
In a teamfight, power chord is the only power chord you want to use to gain a foothold. Obviously, if every champion is in Jarvan's ultimate this won't be the case, but 99% of the time, it is.
