I suppose wasting Mpen on masteries that only go to 10 is a waste, as well as wanting to keep one extra tier of boots instead of decent damage.
And thank you, I actually spent a reaaaally long time on this guide, trying to work out the ins-and-outs of playing Eve, as I hope to do a few (Mainly, the one's in my signature,) really good guides (With equally really good experiences with the champs). I figured it would help to broaden my experience with LoL.
Your guides were actually a bit of an inspiration for me to do a guide, as I thought you did a really good job, so, keep up the good work xD
On the Mpen thing, thats why I suggested getting Mpen boots. 10Mpen wont get you too far in higher match games
And I have actually been past your's and Scrax's builds - which a lot of the stuff I liked -, and I did actually have Rageblade in my build, because I agree very much with what you said (Note, it's the first item in the list)
I also have gone for 7 items, reason being, is that you are meant to choose between the Zhonya's and the Rylai's as for two seperate scenarios. As for the rest, I have included six items, because that is the limit, and why not max your potential awesomeness?
EDIT: ...Oh right, I get it, you think I should ditch an item (In this case, Mejai's Soulstealer), and use the boots instead. Yeah, I did think about that, but usually, when it is time for me to fill up my inventory space, (a.k.a buy the sceptre or the ring,) it is almost always late game, and the fights are (supposed to be) based around the enemies base; thus, once your in, your in. The only possible movement required that I can think of, is taking down the Nashor (If you haven't already,), or running back to base for items (which, btw, actually won't happen, because you already have your six,), or running to catch/defend a stray champion, in which case, you have team mates to finish it off for you, or stall until you get there. But honestly, I rarely find myself in this scenario.
And with regards to what I said about vsing noobish teams and not particularly needing boots, I find that if I just save my money for bigger and better items, I come out on top with more kills; reason being, that I have more killing items sooner in the game, and can generally get my longer range 'finishing moves' (DFG and Hex) at about the time i'd be needing boots.
However, the only time I do find myself in need of boots is against stealth detection, and/or really well timed ganks that get me when I run out of cloak. Again, at my beginner level, and thanks to the matchmaking system, that rarely happens ^_^
lol and not to rant on, but to reply to the Mpen thing, I thought that it would probably be better to mix magic penetration with cooldown reduction, considering rageblade and lich bane are my bread and butter items.
I like the build, just pick 5 items, and get some boots. I would go with Rageblade>DFG>LB>Hextech> Zhonya's Ring. I would get Sorcerer's Shoes too. You are running AP build, and having 30Mpen is better than 10. You will have plenty of time to move about.
