Leona has consistent and reliable engage, so do not pick Ashe if she has already been locked in. If she engages pre-6, it's hard to deal with because of your lack of CC.

General Thoughts
*I've found that voice comms are almost required for this to work. Since this isn't a very common pick, others around the map may not be aware of how you want to ult. It's difficult to tell your mid-laner to bait the enemy in a certain direction before or during your arrow launch. General picks are also harder to set up, but people may pick up on what you want if you ping it well in advance.
Q: I do not level Q because your AAs are so slow and do so little damage.
W: My standard starting skill because of the poke and damage, but be careful not to spam it because of mana issues.
E: I level E second and will always shoot one through the enemy jungle. If the jungler has a fast clear, I will shoot more towards the top lane river bushes to see if the enemy jungler is attempting a gank. The CD on E is very long at first, so be smart with how you use it. I will use it on big buff respawns/raptors spawns to keep the enemy jungler in check. If you see that your jungler wants to gank or invade, you can launch one to make sure they won't be countered. If you feel that the enemy jungler may be close because of the way your counterpart bot lane is playing, shoot one across the map in the area the jungler may be.
TLDR: Be a team player with it. Use it to find the jungler. Shoot it across the map to maximize vision and not just to a single area.
R: One of my favorite ults in the game, and with the amount of CDR/Ultimate Hat it becomes a sleeper OP. Your first ult may be used in lane, but use your best judgement on your kill pressure. I will usually pretend I'm warding tri-bush and shoot an ult mid to help get the mid lane ahead. Honestly, most of the time the first ult is used to disengage an engage from the enemy jungler or engage bot lane.
Be creative with your ults. An enemy top lane that is pushed in to their turret will not anticipate a long range arrow stun from across map. This sets up your top laner and jungler to easily dive them. Arrows during enemy rotations create advantages for your team. It is about getting picks and pushing your team advantage. One mid to late game hits, you can use an arrow to engage, push your advantage, possibly pick someone that is trying to rotate to you, re-engage on the resurrected enemy previously picked, or disengage all within a couple of minutes.

*If you are facing an engage comp, do not pick support Ashe. If you have to early pick, try and trade picks to see how the enemy team comp plays out. If you cannot avoid picking early, build tankier first with both items and runes. The resolve tree is decent with support ashe, but not ideal.
