Yes, you're right when it comes to his early laning phase, it's rather slow compared to other Jungle champs.
Yea, Runic Echos is pretty self explanatory if you read the passives and what attributes you get from it as an AP champ in the jungle, that's the GOAT. If you want to snowball from the start go for Luden's because of its damage and passive. Or else, as I mentioned in the guide get Zhonya's if you think you should play safer.
I personally always run Luden's in most of my AP champs, I think it's the best item in the game for AP champs! :)
i play sylas quite often and constantly use one rune and one rune only- Resolve. I mean, it would be fantastic, as an option, to add more rune sets for users to try so maybe if one won't work, they can try the others to make it the best for them to play him. yet again- this is just an opinion.
My guide is my optimal idea of what the best build is for the specific champion, there's no point for me to create in my opinion less effective guides so that people can try and see if works better for them.
There are plenty of other guides out there which people can try and see if works better for them. :)
I hope you get my point here, if people want to try any other runes it's up to them but I don't personally think it's the most optimal choice! :)

Agreed. We all know that as soon as a new champ is released they are OP and eventually nerfed based on the feedback received from that champ since its release date. I think Luden's Echo + Rabadon's Deathcap are standard items for an AP champion and my favourite AP item in fact is Luden's Echo, it's irreplaceable!
Electocute gives you a great DMG at start and control of your lane, specially if you're Mid! And yes, for now we will see lots of very odd builds and people trying new things, doesn't necessarily mean it's the META! However I personally support all the variances going on at the moment because that's how we are going to learn, evolve and find out what's the best build for Sylas thus the META.
I will definitely be updating the guide, I just need to level up my guide coding skills hence I don't know how to make it that pretty nor have much time to learn how to do so. Maybe if you're happy to send me a private message with the basics would be much appreciated! How do you make these items and champions icons on your text? :D

So basically my opinion regarding the runes, I would not choose any other runes other than domination for a bruiser bully champ like Sylas, at least for now the runes are the GOAT so far. You definitely don't want to miss the attributes of Electrocute, Sudden Impact, Eyeball Collection and Revenous Hunter altogether.
The guy you're mentioning was probably trying new things out I assume. I can see precision increasing speed and some DMG, but for a bruiser like Sylas you definitely want to go with Domination which is more inclined towards stacking and Lethality so that you have high DMG and can snowball from early game.
I don't think there's much benefit going Precision but, try both and you'll feel the difference and that Electrocute early game is irreplaceable to me at least. ;)

Regarding the items; Sylas is clearly a bully champ thus the reason he should be more on the aggressive side effectively dealing damage to his enemies.
As you can see I have chosen Zhonya's and Protobelt for his defense side of things hence Sylas is AP, and those are the most beneficial defensive items for AP champs. On the other hand if you want to be more tanky and still deal some damage you can use Veil, Abyssal Mask, Liandry's Torment but in that case you'd be losing his full potential of doing some mean damage with the other AP damage items!
I personally prefer damage over defensive as my play style is more on the aggressive side but I would suggest switching things up and see what works best for you. Also make sure to check the situational items as they're there for a reason! You can easily use any of those items given difference circumstances in-game! If you feel squishy and weak definitely try the "Situational Items" from the guide!
