Introduction
I use mostly ap runes to match up with the attack speed so toxic shot does more initial damage giving you more damage over all. If you prefer more ad you can certainly build them because this is just how I play Teemo.
For
Glyphs and
Seals I get AP so I can try and balance out AP and AD. For the reason being when you stack only 1 and nothing else you are missing out on the initial poison dmg and dmg over time (dots) with AP when you stack just AS/AD Vice versa. Though i feel that only hints of AP think of it like a cheese burger with catsup you don't want a **** ton of catsup(AP) with out enough burger(AD) to match.
Marks and quints I grab
AS and
AD to balance outthe catsup and the burger :D.

Marks and quints I grab

I start with a Doran's blade, you can also start with a
Vampiric Scepter but that sacrifices a lot of hp so i wouldnt recommend it.
First time back i grab my boots and if you have enough grab Daggers (920g-1340g).
Second time back get Daggers if you haven't already then finish them into a Malady(985g-1825g).
Third time back grab a Recurve Bow and if you can get another Dagger (if you are not going to get Sword of the Divine only get Recurve Bow. Because it may be a good idea to get some def so if you are targeted you wont drop like a fly)(1050g-1570g).
Fourth time back Finish off Sword of the Divine ( or whatever you were planning to get)(500g-950g).
Fifth time back get Recurve Bow to build into a Madred's (1050g).
Sixth-seventh time back finish madred's (1775g-2750g).
eighth-eleventh time back get Infinity Edge (375g-3830g)

twelfth-??? time back sell Doran's and buy a Bloodthirster then sell Boots for Phantom Dancer.
If you want to get some item with defense i would replace IF with the item.

Do
Exhaust: its a great chasing tool, can also help your team catch up and get a kill.
Ghost: Also good for chasing and getting in range for exhaust
Ignite: Nice for if they are low on hp and are running to the turret or through enemy team so you can still get the kill and hopefully live.
Flash: good for escaping ganks by Flashing through walls or finishing the last guy running away.
Teleport: I always take teleport because i am usually mid and it allows me to leave my lane to go and buy an item and get back before my turret takes dmg.
Heal: may help your team some times but it only gives the team 50% of it, and the other choices are better
Revive: not very usefull especially becasue of the long CD 9 minutes most Summoner spells only have 3-4 min CDs. Just think about it a game usually only lasts for 20-40 min min that's only 2-4 uses.
Smite: you don't jungle.
Cleanse: there are plenty of other options other than wasting a summoner spell on this and if you are really getting CCed a lot and slowed ex just trade out berserker's Greaves for Mercury's Treads.
Clarity: you may have mana problems at first but it should clear by mid-end game.
Rally: I have always found this spell HORRIBLE becasue 1. it isnt much of a boost 2. the enemy can just hit it a few times and you lose it and 3. it only lasts 15 sec.
Clairvoyance: i have always found this to be more of a roamer/junglers spell to spot ganks and make ganks.
Fortify: I have seen tanks take this as a summoner spell but i dont really see any use for it because the only times i ever really want to use this is when i am dead becasue you should have people at your turrets 90% of the time.

Don'ts
Everything else:

Though i don't EVER see Teemo jungling i thought that it would be a good idea to put in jungle timers.

I want to say that i didn't do this it was Jts2 so all the credit goes to him check out his guides and stuff. I tried to make my own but they all turned out **** or i couldn't transfer them to mobafire.
Now, a few days ago i was playing Teemo in a random 5v5 when my brother (Chris) in the same room watching me and i had got doran's blade, boots Sword of the Divine, Malady, Madred's, Guardians angle (cuz of Karthus), and Starks, and i was saying "wow i have 5kg and nothing to spend it on" he said "well you need to do something with it" and that got me to thinking how a Tryndamo would work after a few mins i had it planed in my head and i sold my starks and dorans bought Blood thirster and Infinity Edge and i was playing with it and found i had 2.0 attack speed and 30% chance to crit so i didn't crit very often but when i did i hit for about 700 on non tanks so i remembered that Phantom dancer gave MS and crit so i decided to save up for it and i had gotten enough but it didn't matter because the game was over and today 8/1/2011 I was looking back on that day and was thinking more on that and decided to do a easy bot game and instead of building Teemo like normal I decided to build him like i would my trynd and i hit 28/3 and got a quadra kill (would have got a penta but freaking gay wad Shaco KSed the last kill because i >accidentally< ks 1 of his ) I know that it was a easy bot game but i just thought it would be a good idea to tell u guys what i a doing what i am doing atm so leave a comment on what you think about "tryndamo"! If u guys say that you like "Tryndamo" i will put in a chapter on items and stuff.
PS: Shaco KSed like 6 of my other kills...

REPORTED.
Teemo is a legend among his yordle brothers and sisters in Bandle City. As far as yordles are concerned, there is something just slightly off about him. While Teemo enjoys the companionship of other yordles, he also insists on frequent solo missions in the ongoing defense of Bandle City. Despite his genuinely warm personality, something switches off inside Teemo's mind during combat so that the lives he must end while on patrol do not burden him. Even as a young recruit, the drill instructors and other trainees found it a little disconcerting that, while Teemo was normally charming and kind, he turned deadly serious and highly efficient the minute combat exercises began. Teemo's superiors quickly steered him toward the Scouts of the Mothership, which is one of Bandle City's most distinguished Special Forces unit alongside the Megling Commandos.
While most yordles do not handle solo scouting missions with a great deal of finesse, Teemo is remarkably efficient at them. His record of success in defending Bandle City from infiltrators easily makes him one of the most dangerous yordles alive, though you'd never know it by having a cup of honey mead with him at his favorite inn. Bandle City chose Teemo as their first champion for the League, and he has taken to it like a duck to water. His signature weapon - a blowgun - uses a rare ajunta poison he personally gathers from the jungles of ***ungu. To help cope with his lengthy periods of isolation, Teemo recently struck up a friendship with Tristana, a fellow League champion and fellow member of Bandle City's Special Forces. This connection is healthy for both yordles, though now Valoran's voracious media outlets circulate rumors that the friendship is turning into a romantic relationship. Regardless, Teemo is a crowd favorite in the League of Legends, and a pint-sized foe that many have come to fear.
