Runnan's procs with your Toxic shot, making it triple toxic shots, also adds attack speed, which allows for fast minion clearing and with the new masteries adds bonus damage to basic attacks and spell damage. Runaan's on teemo is also perfect for 1v1 situations, because it adds attack speed and your blind renders the enemy (specially an adc) useless giving you enough time to kill them, it's also great for teamfights, because it deals damage to 3 enemies. just some reasons to get a Runaan's hurricane.
