Enter Teemo
Teemo is in no way, shape or form a tanky champion. However, Teemo does one thing right, He has massive damage early game. With these masteries Teemo will be able to harass very easily and do major damage while doing it. If you play Teemo, you wanna follow there AD Carry to the bot lane which also means you take place of an AD Carry on your team. Teemo can easily harass down most AD Carrys in the game with this mastery setup. In conclusion, 30/0/0 will get Teemo to where he needs to be in lane.
Teemo has one thing most champions don't, poison. Simply put, Poison will widdle down nearly all champions who don't build to counter against it. Toxic Shot should be maxed as soon as possible for maximum damage output. In lane, pop a shot on them every now and then to insure that they know what the poison can do and you can farm freely. To do this you will need the proper support champion, but the guide will cover that a few chapters ahead. After taking a point in Blinding Dart and two points in Toxic Shot your harassing will be very simple. This will also be covered later. One point in Move Quick is only essential for early get aways. If you block up the river properly you should not have any problems out of ganks and the enemy jungle. This guide will also cover proper mushroom placement.
Greater Mark of Insight - The magic penetration is crucial for Teemo's poison to have maximum damage output. This also helps his Noxious Traps early and late game.
Greater Seal of Alacrity - Teemo needs one thing, Attack Speed. These seals will quickly get Teemo the attack speed he needs to be the proper counter-carry. This also works with Toxic Shot and his Marks for his damage output early game.
Great Glyph of Warding - These Glyphs give Teemo the extra Magic Resist he needs to survive AP-Carrys and Casters. Other than that there is not much more purpose for these.
Greater Quintessence of Potency - These give Teemo the Ability Power needed to give him the damage output I keep talking about. You won't regret having these Quintessence's in your bag of tricks. This allows his Blinding Dart, Toxic Shot and Noxious Trap to scale really well.

Malady - Teemos main item for early and mid game. Use this to increase your damage output and to keep the lane in your favor.
Stinger - Reduces cooldown on Blinding Dart to use on multiple targets during team fights or to keep a carry blinded for a 1v1 fight.
Frozen Mallet - Teemo's icing on the cake. Increases his health and keeps targets in range for more poisony goodness.
Nashors Tooth - What better to have on a hybrid set champion than a hybrid item. Gives massive ability power after its recent buff and the attack speed and passive are just a bonus. Definitely worth the price.
Wits End - This gives Teemo the magic resist and damage he needs at this point if the game has dragged on this long.
Madred's Bloodrazor - Gives Teemo the ability to take out champions who have gotten to tanky at this point. This can be built before Nashors Tooth if needed.
Recommended - Flash, Ignite
Other Good Choices - Exhaust, Cleanse
No other spells will work properly with Teemo.

Teemos Noxious Trap is one of the most complex ultimates in the game. Finding the right spots to place them will take practice and skill. Here is a map to show where I like to place my mushrooms.
