Vs Veigar, it is very easy: Go for damage Items that dont push your AP like crazy, for example VoidStaff instead of Rabadons, Abyssal is a must have. Your LichBane also works in this direction! Optional are Quicksilver, Liandrys and Mercs. And, you can always counter his R with a Zhonyas.
Annie
Never ever get in range and trade stuns. What gets dangerous are her Flash-Tibbers engages, so build a banshees to counter that or a Zhonyas if you are a fast player.
Xin Zhao
Worst matchup. He can engage and sustain and even towerdive you lvl 6. Try to get lategame and stay out of range, thus try to farm only with your wild cards.
Zed
Bad matchup. Try to predict his shadows and Q-Hits. Get ahead with jungle help, and rush a Rylais to dodge his ultimate!
Yasuo
High threat. His windwall being the biggest one here. Never think you can flash to kill him! He will just Windwall your Cards, negate all effects and your mana, then engage you. In laning-phase, he can easily kill you when your when played correctly even when your Gold-Card is up, so I suggest pushing the lane super Quickly to have minion support against him. Level up Q super Quick to farm safer. In Teamfights, try to stun him when the windwall is down. His Swooshing through your minions also makes it easy for him to come close so I advise you to not stand near to your minions. The upside: TFs Build lets him counter Yasuo lategame, building loads of MS to avoid his Hurricane. Get a Zhonyas after your MS Items to trigger before the Hurricane hits you. W before you use Zhonyas!
Master Yi
His Alpha Strike dodge is real (dodging your Gold card with a Q). Try to wait it out! (you can rush a Zhonyas for that)
Fizz
Depends. Early game, just push him with red cards under his tower and deny farm. When he engages you, stun and stay on him until your third damage spell to trade effectively. Late game, your MS will allow you to play around him. Make sure that he cant ambush you in the jungle or from behind a wall! Play where you can see the shadows. Again, go Zhonyas to dodge his ultimate and burst damage.
LeBlanc
LB is the perfect target for champs like TF that can deny her shenanigans with CC. What is sometimes more intelligent is to use a red-card onto her shadows if you are not sure which one you should hit. Again, as she is close-combat, you can use an abyssal to counter her like you can when facing any AP-midlaner who come into close range. Additionally, try to predict her face-on jumps and use your Q and W to greet her greed with some cards. You can also store your E-passive to get off extra damage. A last thing: When she hooks you, you can stun her and run away or engage even more.
Morgana
Spellshield blocks your W on any champ.
Heimerdinger
Pretty good lane for us when we dont engage him. Yep, never. So, never push the lane, just sustain of his turrets and try to not get hit by his hextech rockets or CC and you will be fine. I suggest you to focus on getting map-control as a heimer can not roam very well. Before you do so, make sure your Ult is up, you got the blue to get back that Mana and you got some MS to get back to lane quickly.
Ziggs
Some call Ziggs a counter to TF because he can push TF so easily, negating his farm and ability to roam, and his ult counters TFs ganks. I agree to all of this, but in a Teamfight, TF can snipe down a Zigs lategame where a Zigs relies on consistent kiting. Also, TFs MS again negates any kiting of his opponents. In a 1v1 combat, TF can easily win by stunning a Zigs and hitting his combo (W-Q-E-Thunderlords and Ignite). Close-combat, a Zigs is useless.
Vel'Koz
Pretty nasty match! Vel is super squishee (good for us!) but has a nice kit that is pretty similar to Zigs. Only difference, the ult is semi-close-combat whereas Zigs-Ult is half the map. This way, TF can still roam a lot better than against a Zigs.
Xerath
Again, another kiting long-range champ with nice CC and loads of burst damage! He can be devastating, so really go for MS first, then kite him back with your Q. When his CC is down, you can engage and even use your Ultimate to get close.
Jax
Jax is again a tanky, close-combat champ with loads of sustain and CC that is absolutely crushing TF.
Cassiopeia
Cassiopeia is not that hard to play against when you have played her yourself a lot (like me). When building MS, you can easily kite her and even stun-combo her once in a while. And you can roam super well.
Akali
I know, Akali is in here zwice but out of good reason. Akali is hard, her ultimate counters you in any ways, because she can jump 3 times and you can only CC once. This matchups faces an Akali going damage: I suggest to get an Abyssal and Rylais to get away safely with your Gold Card.
Fiddlesticks
A fidl is super easy to burst down. Your ignite also helps a lot, as well as your MS to outrun him.
Anivia
The Bird is super bad vs TF because he has a skillshot which can be evaded easily: either, wait it out or use your Gold-Card, then wait until he gets back out of CC. He will instantly shoot his stun at you so you see it coming. Finally, his Ultimate is super short-ranged so it wont hit you either. His Wall is dangerous, so keep an eye on that! What is dangerous is his passive and a Zhonyas costing you too much time. Try to get him below half-health to scare him off, then roam the map.
Talon
Again a hard counter to TF. Super fast, invisible, jumping onto you and killing you off in the blink of an eye. He has also hells of roaming potential so keep an eye on him at all times. I suggest to rush Rylais and follow up with a Zhonyas to reduce damage and slow him. Finally, always stick to your team, because in Teamfights you can CC-Kill him.
Katarina
You have a stun to break her ult, high burst when she jumps onto you and better roaming potential. Should be easy.
Orianna
Super hard to play against, she is a teamfighting monster, has a shield, high damage-output and medium-range damage (outranges your W). You need to snowball away with your Ultimate!
Ahri
One of the easiest lanes. When she hits her Heart and you cant evade her, press W and choose your Gold card WHILE Charmed. Yes it works. Afterwards, trade bursts and you will get even which is a win because she has a skillshot CC and you dont. Finally, your roaming and MS again makes her useless against you.
Azir
I hate Azir. They are always super good players in high ELO and I hate to face them, regardless what champ you choose.
Ekko
This guy is a pro-champ that TF counters nicely. He has too much MS to get trapped in his time-shell or get hit by his disk, and he can stun-burst-kill him before he can use hist time-shift.
Viktor
The last champion I want to put up here is Viktor. If you look for something not represented here, like Lux, just look for similar champs like Xerath. Viktor is a nightmare. Again, I know. He has long-range, a shield, a CC for exactly the range a TF would engage, similarly his ult, and super high damage and teamfighting-potential. I suggest you to go burst against burst to finish him off before his ult kills you. Finally, flash out of his stun and at the same time you evade his Q and maybe also his ult!
Akali
Akalis are either full damage or tanky. The tanky option is even more devastating because TFs kit is meant to roam and support or to burst and not to fight those Akalis with infinite health, sustain and jumping onto you driving you crazy-abilities.
Ezreal
You can do whatever you like with him since he has to go for mana and has zero threatening whatsoever when the game is not over 40 minutes. Just push when you want to roam or freeze when you want to zone him.
Teemo
Blind blocks your W. Shrooms nearly twoshot you! Go Abyssal and banshees!
This is not a comprehensive guide how to play TF. This is a guide to show you: a.) how to react in specific situations and b.) how to build TF correctly in the current Meta where I score at least A- in every single matchup. There are enought guides on how to play him, and practice is the way to go. In the end, you will figure out all the tricks by yourself by playing him a lot, like how to handle his W, when to trigger it, how to play and similarly observe the minimap to prepare for roaming etc. There is no way to learn all this by just reading it so go out there and play him!
Finally, I left out some matchups where I am not experienced in, or the just resemble similar champs, like Lux where you can just lookup Xerath. In general, TF is good vs squishees and bad vs tanks. On that behalf and on a last note: If the enemy picks a Nautilus over a Soraka, go play a different champ and not TF, as you most certainly will face of botlane a lot by using your Ultimate.
