for your 2nd proplem: Mejai's for the stuck dude, ezreal should get many kills so wen u have 20 stucks u will be almost AP/AD champion. (not very good AP but it will be nc for ur skills dmg).

1. up the Sheen to Infinity, Its crazy that thing.
2. Why the Mejai's? Essence Flux has a long cd, I only use it once of twice in a fight purely for the speed buff for allies and debuff for enemies. A good Ezreal doesnt need to beef this spell up. Just a wasted slot, for a Sword of the occult or what ever you chose. Also Occult should compensate if it has a few stacks for the damage of Essence Flux, Other than that quite a nice build in depth.
