Vladimir is considered as a "tank mage nuke" by me, for he is really really really tanky for a mage and can reach crazy amounts of ap.The bad thing about him is that he really depends on his cooldowns :/

For runes I use magic penetration marks,cooldown reduction seals,flat ability power glyphs and for quintessences I use magic penetration aswell

The items will greatly help you in 4-5-6 hitting opponents with Transfusion,so I focus on ap items.

Get your Transfusion to level 5 as soon as possible(lvl 9) and then maximize your pool,this will maximize your killing AND escaping possibilities!And of course learn your ultimate when it's available

I use ignite and ghost.
Ignite is great for a combo with Vladimir's ultimate and can really secure a kill.
I take ghost for vladimir to chase down my opponents when they attemt to run and to escape when my pool is on cooldown

I doubt if you can play as vladimir in a ranked match because he gets almost always banned.IF you get lucky,though,try to teamwork or they will quickly try to get you down as their 1st or 2nd target nevertheless you have a high health pool.Quick and smart tactics and quickly reaching lvl 9 will REALLY help the team and yourself to survive.
