If you get hooked by a blitz who has full combo ready, kiss your life goodbye. Jhin has little to no way of recovering from a blitz combo.
Pyke
Jhin has a low chance of survival if hooked and stunned by Pyke, especially if support is unable to peel.
Tristana
Trist is a large threat to Jhin, who has a very hard time dealing with burst champs. Try and keep her at a safe distance and let her push the wave towards you during laning.
Ezreal
Ezreal is a difficult champion to play against for most ADCs, due to his high mobility and burst damage. Avoid getting hit by his W Q combo and only engage when his warp (E) is on CD.
Caitlyn
Caitlyn can outrange you by a little bit, so make sure to be careful when walking up for CS. Avoid standing in your wave around low health minions, as she may use Q to poke and clear waves.
Miss Fortune
MF is a very easy champ to bully when playing Jhin, as she has no dash or warp to avoid getting rooted by your W. Try to harass her with your range advantage when she comes up for CS. DO NOT STAND BEHIND LOW HEALTH MINIONS, SHE WILL Q AND IT WILL HURT.
Nautilus
Nautilus is another difficult champion to play against, since he has high amounts of zoning potential during laning. I would recommend placing traps in the bushes near the edge of lane to dissuade him from camping them too much. Play safe and place minions between you and him to avoid getting hooked, because that thing has the hitbox of a schoolbus.
Thresh
Slightly less of a threat than Naut and Blitz in my opinion. Use the same tactics as you would against Naut.
Alistar
Keep him at a distance and you should be okay.
Ashe
I would highly recommend taking cleanse when laning against Ashe, so you can cancel her R when she eventually tries to get a kill at level 6. Stand behind your minion wave to avoid getting hit by her W (which has a disturbingly long range), and try to harass her as much as you can when she walks up for CS. Escaping an Ashe is very difficult, so it's sometimes a better idea to just turn around and fight her than it is to run.
Draven
I would argue that Draven should have a tier of his own since he is such a situational ADC to lane against. His lane bully power is attributed to his high damage output during early levels, so just do your best to play safe against him. Whatever you do, just don't die to a Draven early, his passive will allow him to snowball the game HARD.
Jhin
Better Jhin wins.
Aphelios
Aphelios is a low threat to Jhin, since he is extremely immobile and easy to kill. Try to wait until he wastes his Calibrum ammo (the green gun), then harass him as much as possible. Do not fight him without numbers advantage when he has Severum and Crescendum (Red and White guns), or he will 200 years that ass back to fountain.
Kai'Sa
I would consider Kai'sa to be a medium threat to Jhin, since she has high amounts of burst damage (something that Jhin doesn't deal with so well). Avoid her W and poke her with range advantage in lane.
Kalista
Kalista is off-meta, but HURTS at all stages of the game, and her passive makes her very hard to lock down with your W. Play safe for laning phase and only fight with the help of your support.
Kog'Maw
Kog is another very off-meta champ right now. Kite his abilities (they are pretty easy to kite at long range) and lock him down with W for an easy kill.
Leona
I would consider Leona to be the bane of my soloqueue existence. She takes virtually no damage and can cc you in like 100 different ways. DO NOT LET HER GET CLOSE TO YOU.
Lucian
Lucian is more mobile than most ADCs, so locking him down with W is a bit difficult. However, when he doesn't have his dash available, he is pretty easy to kill with support help.
Lux
Lux is a dumb champion with an overloaded kit for a support. Her abilities have pretty high range and damage output, so make sure to kite those at all costs.
Morgana
Morgana Q is relatively easy to kite, and she can't do much if you avoid it and then focus her ADC. Try to focus her ADC immediately if she burns her Black Shield or misses her Q during a fight. If you focus ADC, she can pretty much be ignored (just watch out for R).
Samira
Rito pls. AOE windwall will negate all of the kill pressure that Jhin has with his fourth shot or W. Also extremely mobile and does boatloads of damage. I'm not saying dodge the game, but dodge the game.
Senna
Can contest your range during laning, and will try to poke you as much as possible whether she is ADC or Support. Overall just another dumb champion with an overloaded kit. Her weakness is in her low mobility, so if you can lock her down with the help of your support, it should be an easy kill.
Bard
Bard is a lower-ish threat to Jhin, since he is pretty predictable. Stand away from walls and minions that he could use to stun you with Q, and try to kill his ADC when he runs away to collect chimes.
Varus
Just about the worst ADC in the game right now. Easy clap.
Xayah
Second worst ADC in the game right now. Easy clap Pt.2.
Yuumi
Yuumi can heal her ADC for an ungodly amount of health after her first item purchase. Stay out of range of her Q and you should be okay. She will be much harder to deal with late game however, so try to put her and her ADC behind early.
Vayne
You can smack her around pretty good using your range advantage, but generally try and keep her at a safe distance when CSing.
Nautilus
Naut is EXTREMELY good when paired with Jhin, since the amount of chain cc you can output is just disgusting. Wait for him to hook/auto enemy ADC, then hit your W on the stationary enemy to keep them in place for a while.
Blitzcrank
Blitz is a champ who sets up Jhin's W very well. Not as tanky as other supps, but offers a bit more damage
Alistar
I would consider Ali to be just as good as Naut in terms of setting up chain cc. Ali also offers you some passive healing while farming, so that's always a bonus.
Bard
Has some healing potential, but the real synergy lies in his setup for your W.
Leona
Another fantastic support to peel for you and also set up chain CC.
Pyke
Your botlane damage output is pretty nasty when paired with Pyke, and his E allows you to set up W quite well. He however lacks tankiness, so he is a bit unreliable if you get locked down.
Yuumi
Yuumi's zoomies (hey that rhymed) pairs quite well with Jhin's movespeed from his passive. Her R also sets you up for some nice damage too.
