2. I was stuck in Gold5 with my 9/21/0 masteries until I decided to make the switch and go offensive. After I did I managed to go up to Gold2 where I am now. This is just trial and error, could be coincidence, but I tend to think that this build is just better.
3. AS marks on teemo makes perfect sense, this is a champ that is AS hungry. If you have a better option you can say what's on your mind.
4. When is this "sometimes" you speak of? Should I throw a dice at the start of every game and use it to decide what to buy? I wrote a whole page of explanation on how to avoid getting ganked by freezing the lane and farming close to the tower. I don't want to waste precious gold on buying a ward if I can avoid it.
First, I disagree with your skill order. When I was playing AD Teemo (yes, I didn't always hate it), I maxed Blinding Dart first, but that is personal preference.
Second, you shouldn't be taking 21/9/0 masteries on a bruiser. 9/21/0 is better.
Third, I dislike AS marks on non-junglers, but that is also personal preference.
Fourth, your starting items; or should I say, item. You should avoid starting with the same item each game in top lane; sometimes you need Cloth5/ClothWard2, or Bead+Ward+5Health+1Mana. I also dislike not taking wards in toplane in general. What if you get ganked by the jungler, and they actually have CC? Sure, you have Move Quick, but you're still squishy as hell, so you'll die if you get caught.

Also, I apologize for my mistake about Lizard Elder. I always though it didn't apply on any DOT, like the description says.

You were quick to determine I was mistaken about the item without checking it out first and now you're again quick to pass judgement about the guide without trying it out. You opened a thread called "Thoughts of a Silver - AD Teemo and why it sucks" so it seems very likely to me that your criticism is directed at AD Teemo and not at my specific guide. You put it into your head to fight the evil "AD Teemo players" out there and I'm just a convenient target. In any case, don't let me stand in the way of your crusade.

Wrong. Imagine you didn't have any format whatsoever and you just wrote whatever you felt like writing about at the time.
That's obviously not the case, the guide is separated into chapters and easy to navigate. I'm not a web designer, so I honestly have no idea what's wrong with the formatting of the cheatsheet and I really don't care that much. This guide is to be read, I don't want people looking at the cheatsheet and then using this excellent build to play a normal team game...
Your runes are silly because of the LS Quints.
You start the game with 61ad.
Your early choice of rushing boots is also silly because of this reason. AS is nice on

This guide is a walkthrough of how to play AD splitpush teemo in top lane. Whether you think it is sufficiently "aesthetically" designed or not shouldn't be the issue -
Wrong. Imagine you didn't have any format whatsoever and you just wrote whatever you felt like writing about at the time. So imagine you wrote about the first 4 points of your masteries, but then felt like you wanted to write about the first core item of
Drawing another analogy, imagine if you handed in a hand-written assignment to your teacher, but your handwriting was so messy that they couldn't read it. However, everything you had written would have deserved an A+. Would you say it was unfair that they gave you a fail instead?
The first and most important consideration to take when writing a guide is your audience. How best to convey your information to them? Inability to consider the audience is a failure on the part of an author. To help you get started on understanding your audience, I'll tell you what the large majority do when looking up a guide to play a champion: look at the cheatsheet and no more.
If you think aesthetics play no part in guide-writing, then you've overlooked something.
I suggest you be more specific about which of the itemization is "questionable", because I was very clear about the reasoning behind every item. Feedback is of course always welcomed.
