Runes

A good rune on champs like Rakan, who has both damage and heals/shields. It will either grant bonus damage or shielding, based on whether you used an ability on an enemy or an ally.

After ulting, you gain extra movement speed, which adds to the movement speed you are already getting from The Quickness. It will help ensure that you are getting them charmed so you can gather the enemies up to use your Grand Entrance.

This will increase your movement speed slightly, as well as give you a bit extra adaptive damage, giving your abilities a boost of damage/shielding/healing.

This is to help slowly lower the target's health, just as a way to ensure the enemy is low enough for your adc to finish them off.

This will allow you to tank a bit more damage, since you want to be going in, dealing some damage, and then getting back out.

One of the most important runes to take, this will gives you and your allies added shielding and healing from your abilities, especially those low on health.

Items

This will give you more lane sustain, as you will sometimes get blue coins off of minions dying, giving you mana, but it will also be your main income, as it will be dropping gold coins for you to pick up. After completing the quest, it will then give you wards every time you go back to fountain. I would mostly take this if you feel you need to play a bit more passive in lane, otherwise take Eye of the Watchers. Eye of the Watchers is good against low mobility champs that you can get on top of to poke down, giving you gold for every ability or auto attack hit when you have a proc.

While good for giving you resistance, cdr, and mana, Zeke's Convergence also has a very good passive. After ulting, you will gain a frost storm around you, slowing nearby enemies. If you slow an enemy that is burning from your ally's attacks, it will increase the slow as well as do damage for 3 seconds.

For any healing/shielding support, Ardent Censer will increase your heals and shields, as well as give you a little bit more ap, mana regen, movement speed, and a passive: after healing or shielding, you and your ally will gain attack speed and on-hit magic damage.

Like Ardent Censer, this will increase healing/shielding, plus will give cdr, health, health regen, mana regen, and an active that gives an area of effect that heals allies and damages enemies.

This will give you a bit more tankiness, plus gives you an active that allows you to shield yourself and an ally.

Skill Sequence

Grand Entrance is a good start on Rakan, as it will give you your main source of damage and cc, allowing you to be aggressive in lane and bring your enemy laners low enough so your adc can finish them off. After this, Battle Dance will be your next max, as it will give your adc more sustain in lane/team fights and increases the shielding with level. Finally, max Gleaming Quill last. I max it last, due to the heal not being overly big, plus it is unreliable to try and hit, as it is a skill shot and only heals if you hit an enemy champion or epic monster. As with all champs, put a point into your ult, The Quickness, every chance that you can.

Spells

Pretty standard on all champs. Just a good spell to have, no matter what the situation is.

Just like Scorch, this will help burn the target down until your adc can finish them off. On the other hand, you can also use it to kill the enemy if you know your adc will not be able to get the kill, ensuring that the enemy dies and your adc at least gets an assist.
