I want to make it clear that this build is the build I use for Teemo, and do fairly well with. It is not meant to help you be the best person out there, but to help you get an idea of what works for Teemo. I am open to any suggestions, so please leave them in the comments. :)

Pros:
Poison helps you pick up kills even when they are back in their turret.
Poison gives you great harassing ability.
Shrooms give you great map awareness and can save you money on wards if you place them right.
Move quick can get you out of many situations, and helps you get into your lane faster after backing.
Blinding Dart can save yourself and your allies from auto-attack champions. Such as Ashe or other Teemo players.
Because his poison is his main attack, you shouldn't run out of mana often, unless you're spamming blinding dart on minions or randomly turning on move quick.
Cons:
Very Squishy, do not initiate, that is your tank's job!
Since the move quick nerf, it doesn't get you out of so many situations anymore. :(

Teemo's shrooms and poison are buffed by AP, mixed with a little attack speed from Nashor's Tooth and Beserker's Greaves, it makes your poison effective and your shrooms can do a lot of damage. This is why I take AP runes.
Teemo is a very squishy champ, and 2 health quintessences. I take the 1 magic penetration quintessence because instead of magic pen. marks, I have armor pen. The magic pen. quint evens it out a bit, but you can always change this if you feel you need a bit more health, AP, attack speed, etc.

For my starting item I take a Doran's Ring.
On my first back I get Beserker's Greaves and what I can of Nashor's Tooth.
Then after finishing Nashor's I get Rod of Ages.
It might seem strange but I get Bloodthirster for a little life steal boost, because I just think life steal is great.
After that, I get Abyssal Scepter because not only does it give you MR and AP, but it lowers the MR of the enemies around you, making your poison more effective.
Finally I sell my Doran's Ring and get Rabadon's for the late game AP boost.
Obviously you can switch out items. For example if there is a Karthus on the enemy team, trade Abyssal Scepter for Banshee's Veil.
