Following this build will not guarantee you with the most kills, the most gold earned or the most damage dealt but it will very likely earn you the most assists. I prefer to build Morgana, not so much as a tank but, as a heavy armored truck. This is my tried-and-true Morgana build and, though, it may not be your style try to take what you can out of it.

This build is not an introductory guide as to how to play Morgana but, instead, a look at how I play Morgana and a source of inspiration and outlook. So take the recommendations and tips with a grain of salt and understand that I have my way of doing things and you have yours. Please comment with suggestions, requests, flames as you see fit.

Rune Explanation
Greater Mark of Insight : 8.5 magic penetration
Generic caster marks but you can always adjust with additional AP.
Greater Seal of Replenishment: 16 mana every 5 seconds at level 18
I prefer these with the mana regen mastery over any regen items. These seals will definitely help you stay in the lane mid game and will provide solid regen late game between team fights.
Great Seal of Focus: 5.85% Cooldown reduction
With high mana regen the cooldown reduction helps casting more quickly and provides higher productivity.
Greater Quintessence of Fortitude: 97 HP
Early game 97 HP is very beneficial and can help with the first blood ganks. Very, very inefficient late game since you're building high HP. If you're not worried about early/mid game HP then swap these out for additional AP or magic penetration.

Summoner Skills
Morgana's snare, shield, ultimate and pool with Rylai's Crystal Scepter are all excellent escape skills so the usual Ghost and Flash aren't necessary.
Spying on and spooking the enemy team is invaluable. Exhaust is a fine choice for the additional support in a team fight (blind/slow).
The seals don't benefit you much until level 15-18 so Clarity spikes you and your allies' mana. Late game with the seals you won't need to Clarity often, if at all, so it excels at supporting your team if you have the mastery to match.

Item Sequence
Start out with the Sapphire Crystal and two health pots. Depending on your success farming, you should buy your Sorcerer's Boots by level 9. Follow through with the Catalyst and finish your Rod of Ages. By getting the the RoA early you can allow your AP, HP, mana to build up while you focus on more important matters.
You should understand where your weak spots in the match after getting your RoA - if you're against a heavy physical DPS team and you need some help build in a Thornmail but only if you really need it. In standard game play, after the RoA you should build the Rylai's Crystal Scepter starting with the Giant's Belt. You could work in a Soul Shroud but that's really overkill. She already has 3k HP and needs more AP but it can be very situational so use your best judgment.
Morgana is now a heavy armored car but a car isn't good enough; upgrade her to a truck with a Zhonya's Ring. I often don't finish my Zhonya's or use it once or twice before the game is over so beyond this item is pure preference. Deathfire Grasp can destroy tanks and help you finish a kill and the Soul Shroud is looking pretty good about now.

I focus on leveling my Tormented Soil as fast as possible. Snare is leveled next with Black Shield last and the ultimate leveled intermittently as it comes up. "Why level your pool first?". Try using your pool only once per wave of minions to conserve mana and avoid PvP until about level 8-10 when you make your first trip back to town. That doesn't mean ignoring the enemy and goof off but it throws the enemy off while you farm it up. Most Morganas I see try to initiate battles early game and drain their mana running around fighting. I only gank when I can definitely get the kill and horde mana/gold until the right time. The blue buff is super as Morgana can afford to spam her snare and pool with the cooldown and mana regen.

In a team fight know who the enemy is targeting, know where the nukes about to drop from and know your role in every fight.

Shielding your tanking ally can change the flow of a battle and rerouting the enemy with a Tormented Soil or Dark Binding can allow your team to get the leg up. If someone is about to AoE your team chasing them off or harassing them can allow your allies to counter that enemy. At times Morgana is pure support with her ultimate slow, snare, shield, pool, Clarity, Clairvoyance and acting at those times Morgana can change the battle. Often Morgana is a heavy pressure spike that can clean up a battle and she can even be a temporary tank when the enemy foolishly focuses her so knowing her roles in a battle is crucial.

Allow your masteries and seals to regenerate your mana. Assist your allies with your shield and snare. Farm minions wherever possible while still providing use to your team (don't jungle when a mid battle is taking place). With Rylai's Crystal Scepter Morgana's Tormented Soil can be used as an effective slow: placing it before an enemy or on top of can change the flow of a gank/battle. Know your role on a team and your place in the battle.
