just why?
So one of the most important things about playing taric is that you have to use you passive all the time. It makes you able to spam stuns and heals and is very important for your damage. That means you always go for: ability, AA, ability, AA, ability, AA.... and i mean ALWAYS. This is why i invest so much in cdr. If you dont do this you will have way to much cooldown and will loose every 1v1 and your ult cooldown is something like twice as high. Also i would not recommend to use the E to initiate fights if your team has better options because it can be used very effectively to protect your adc and you have really long cooldowns as long as you are not in the middle of a fight.
I think this is pretty similar to the way you choose tonsofdamage over ibg on skarner. You can use every stat you gain from ibg while you cant do much with the crit or attackspeed of tonsofdamage. Also it helps a lot with ganking and actually killing people because taric is obviously not a dps machine and sometimes people will just walk away because you dont have the damage to finish them of.
