The masteries shown here are not yet updated for the current season, the guide author needs to set up the new masteries. As such, they will be different than the masteries you see in-game.
Thought I'd have a go at an AP Twisted Fate. Many people seem to think he's inferior to an attack damage/attack speed one, but he seems to work pretty well for me! Ideally go mid, but it works in dual lanes too.
NOTE: If you are facing Jax (in particular) or anyone stacking dodge chance, Sword of the Divine's active is necessary so that your Pick a Card does not miss.
Ignite: Great for getting those cheeky little escapers.
Teleport: Twisted can take down a big creep wave pretty quick. Teleport will let you save a tower without wasting your ulti.
Feel free to choose others if you prefer them.
Red: Magic Penetration. For more damage, particularly against low magic resistance squishies. (Remember, penetration runes are better against squishies than tanks.)
Yellow: Dodge. Best yellow IMHO. Means you can dodge all sorts of physical dangers, for example enemy Twisted Fate's cards.
Blue: AP/level. These overtake flat AP runes at level 6, which is gank time. Additional AP below this would only slightly improve your harass ability.
Quintessence: Run Speed. This means you can afford to get Sorcerer's Shoes a little later, and go straight for the oh so tasty Mejai's Soulstealer.
Wild Cards: Great for harassing early game, and great for throwing at tower campers late game. Getting good at aiming these will let you dominate your lane, particularly mid. If they're always on half HP they're not likely to try any cheeky ganks and will hug their tower.
Pick A Card: Essential for ganking. Get good at getting the card you want. Use red cards to take down creep waves (and very rarely when being chased by multiple champions), gold for champions. Once you have over 25 Ability Power your blue cards will give you more mana than they cost and can be used to return mana. Note that the bonus damage from pick a card works on towers! Late game, a single card can take off a quarter of a tower's health. You can even ulti in and one-shot a low HP tower as enemies flee towards it!
Stacked Deck: I max this last. Whilst the damage done by a stacked card is substantial, I tend not to have the time to ensure I've got a stacked card ready by hitting minions before a gank.
Destiny: Twisted's wonderful ulti. Keep watch in other lanes for champions pushing your team's tower at low HP. ESSENTIAL: Use pick a card and chose a gold card before teleporting in.
Early-mid game - the Meki Pendant->Chalice will make you able to harass constantly, and retain sufficient mana for ganking with your ultimate. Get Soulstealer nice and early for 20 stacks asap. The run speed on Sorcerers Shoes will let you chase down gankees and the magic penetration is invaluable.
Mid-Late game - Lich Bane means your Pick a Card becomes lethal, and will make you a mean ganker. Finally Zhonya's boosts your AP to enormous levels. NOTE: The active on Zhonya's ring will save your life multiple times. Because you are an AP, not damage/attack speed build, your damage comes in bursts. Being able to activate invincibility after one of those bursts while your team clean up the leftovers/protect you is pretty damn nice.
I've left one item slot open, choose what you'd like here based on the situation:
If you find you're getting killed a lot, Rylai's Crystal Sceptre gives you the health you need along with useful slow effects on your Wild Cards to escape.
If there's more than one tanky character or your enemies have a lot of magic resist, go with Void Staff for the magic penetration.
If they're all low magic resist or a lot of casters, Abyssal Sceptre gives you magic resist for the casters, and will boost your damage against low magic resist enemies substantially.
Later on, feel free to replace the Chalice if you're not finding yourself running out of mana.
