Introduction
Now before we jump into a guide there is probably some things you should know. I am a Diamond V player and I got from Gold I to Diamond V by playing Twisted Fate 90% of the time, I'm not the best Twisted Fate but I believe I'm one of the best there is, through my experience I've learnt a lot about Twisted Fate and now I want to share my knowledge with you.
Another thing I want to point out is the fact that you shouldn't play Twisted Fate in ranked if you have never played him in normal before, it toke me +50 games to even understand and be fairly good at this champion while I usually pick up other champion after a game or two. My ranked experience with him was great over all with nice % win ratio but I started by going 0 win 10 loses due my lack of knowledge about the champion.
Anyway lets head into the guide now, I hope it helps you and that you will enjoy it! :)
The main goal of those runes is late game, with high CD + movement speed your TF will become a beast. You will out run the enemy while constantly throwing spells at them. Personally I hate this build in early game due you're highly weak against enemy mid laner that might run high AP runes but in league it's all about the late game and if you play out early game smart and just farm you will surely out play your mid laner at the end.
And best part is that in combination of this runes + masteries and final build you'll be able to get normal movement speed of +475! That way you wont need ghost (a lot of TF players run ghost), and you will still out run everyone while spamming your skill shots and annoying everyone. Another thing that I am able to do and you will to is one shooting adc, unless adc bought QSS and can doge your W (with stacked E) + Q combo.

Short word on masteries!
Masteries are really useful with the runes you are running, they are mixed with dmg + movement sped % so that will help you reach +475 final movement speed. While there is some support masteries added for surviving early game, because as you know your runes are more of a late game than early game.
