I prefer TF AP. Here are my reasons:

TF i reckon is gonna start seeing more competitive play simple due to all the nerfs to assassin's and mages.
I do hope so! He was played a bit in Season 4, so maybe pros will bring him back.
Not a bad build overall. TF has pretty limited build paths these days, but Rylai's Crystal Scepter is an option you might want to mention for late game.
I find it interesting that you bother taking 1 CDR quint. It doesn't look like it does that much for you- 35% cdr from blue, your masteries and Athene's or Morello, the CDR quint doesn't get you to that magic 40, just 37.5. I mean there's nothing wrong with it, I just don't see why you'd want it over the extra AP.
Might wanna talk about other rune options.
I get a CDR quint because an AP quint only gives 5 AP. 2.5% CDR can really help in life or death situations, as your abilities can come up faster and you can stun an enemy more often. It can also help you farm if you're bad at last hitting with mages since you can bring Pick A Card up more often.
